The key element is the "User Profile Synchronization Service". By starting this service, this will also trigger the ForeFront Identity service, which is a key element for the user profile service.
If you open services.msc, you can see that there are 2 Forefront Identity services. However they have been disabled.

To start the user profile synchronization service:
1.) Go to the Central Administration site
2.) Under "System Settings", click "Manage services on server"
3.) Start the "User Profile Synchronization Service"

4.) Click "OK" and this will start service. It will take a while to start the service. Just keep refreshing the page until the service status is "Started"

5.) You can verify if the service is working by checking the 2 Forefront Identity services in services.msc
Now you can proceed with the user profile synchronization setup.
